This position is responsible for researching, developing, and implementing training for program staff on a range of issues related to tracking client data, customer engagement, and program performance. The Trainer will focus on building capacity as well as standardizing components of operation and helping to ensure compliance. 

In this position you will be responsible for the following duties:

Plan, develop, and deliver or coordinate the delivery of individual and/or group training and instructional programs for staff and employers;  deliver trainings on issues relating to program performance and client participation.Stay abreast of topics and information pertinent to program staff. Review program materials, Employment Advancement and Retention Network (EARN),PA CareerLink® Philadelphia and Youth policies and procedures, and other relevant written materials in order to remain informed and knowledgeable. Assess and identify technical training needs of program staff; conduct individual and group based-training as needed; coordinate scheduling of in-house staff training. Provide technical assistance and coaching when appropriate to contracted providers and staff to facilitate program performance and compliance. Analyze, review and train on data entered into and generated by dedicated database systems such as Efforts To Outcomes (ETO), Commonwealth Workforce Development System (CWDS) and KRONOS. Visit systems and observe their processes regarding assessment, case management and job retention, offering recommendations and providing training, if necessary. Analyze training and developmental needs using task, performance, and goal analysis and develop solutions to existing or recurring problems/issues.Determine future training offerings to improve performance and technical knowledge of program staff, subcontractors, and partners.Evaluate effectiveness of training and development programs through observation, discussion, and questionnaires and utilize relevant education/training data to revise or change instructional objectives and methods.Share best practices for the purpose of enhancing processes and procedures for better performance, service delivery and efficiency through all three (3) systems.Prepare reports detailing the services delivered and activities engaged in as requested by management.Utilize cross-functional teams in development of training related to operational and compliance topics. Research new technologies and methodologies in workplace learning to create interactive, multimedia presentations.  Participate in committees or groups related to the organization’s strategic plan, including providing feedback and conducting research. Assist with special projects and assignments when needed.

Bachelor’s Degree from an accredited college or university in Education, Administration, Communication, Training Development or related field with 3 -5 years’ experience in adult training and development.

Or, any combination of education and experience determined to be acceptable by the Human Resources Department.


·         Ability to develop, implement and evaluate training programs.
·         Detailed oriented and highly organized with strong analytical skills.
·         Excellent interpersonal, verbal and written communication skills.
·         Proficient in MS Word, Excel, and PowerPoint.  Knowledgeable in MS Access.
·         Ability to utilize multi-media and webinar administration.
·         Ability to coordinate multiple events and programs and meet deadlines.
·         Ability to work together in a team environment as well as work independently.
·         Ability to travel throughout Philadelphia County.
·         Ability to handle multiple projects.
·         Ability to relate to people of diverse educational and cultural backgrounds as well as government agencies, public officials and all levels of management.
